Under the criminal liability please discuss the idea that direct and indirect offenders (for example companies or organizations that support the offender in some way and make it easier for him to commit the crime) are liable to compensate victims of terrorism and their families.

Then please discuss the idea of how and why the individual liability transferred to the state liability. For example, the offender is unknown or killed in the attack. Difficulties to sue the terrorist organization, offender does not have enough money to compensate victims. (give more reason and explain them) it is important to bear in mind that the state is liable to compensate victims of terrorism as its prime duty is to safeguard its nation. The social solidarity and the collective responsibility ( where all the community should assist victims)

The last thing please give an overview of the most important soft laws and international treaties that discussed the victims of terrorism rights to be compensated and treated fairly by the state (includes UNITED NATIONS, declarations, general assembly and conferences) especially the ones that are ratified and signed by KSA.
